SWDC Meeting Minutes - 06/20/2022

 

1) Meeting called to order at 5:35 p.m.

 

2) Present - Jeff Burns, Dave Swanay, Jen Holt, Andy Sanborn

 

3) SWDC/BOS Updates - Jen reported that Shauna was unable to attend the meeting and emailed  an update of the T.S. for the SWDC. Shauna stated that the BOS has approved her proposal of the Volunteer Free Bag of Trash Sticker Program. Swap Shop volunteer hours will be Thursday & Friday from 9am-1pm and Saturday 9am-5pm. For every hour a resident volunteers they will receive 1 free pink trash sticker, with a maximum of 3 hours per week.

The T.S. revenue loss will be just over $1,000.00 from the Winter-Summer season.  

 

4) Dave reported he spoke with Shauna after Fairbanks Scale visited the T.S.to provide an estimate and evaluate the site work needed to add a scale for C&D. The cost of the scale itself is approximately $80,000.00. Trees would need to be removed and a new entrance would be created to allow the scale to be placed in its ideal location. The costs for this project would exceed $100,000.00. Shauna supports that the proposal of a C&D scale at the T.S. should proceed to a Warrant Article for this upcoming town meeting and allow the voters to decide. 

 

SWDC supports this option and believes a scale would create transparency of C&D fees charged for residents. As well as negate the debate residents frequently have with T.S. operators over the fees charged for C&D items. 

 

5 )T.S. Fiscal update - Dave reported he looked up the 2016 S.S. breakdown on file for Sanbornton;                                                      

Aluminum-1.5%

Cardboard and Paper- 61%

Plastic- 7.0

Steel- 4.0%

Glass- 26%


 

Previously NRRA reported Sanbornton’s S.S. breakdown by Weight is;

Aluminum Cans- 1%

Cardboard and Mixed Paper- 66 ½%

Plastics- 6.2%

Steel Cans- 3%

Glass- 23.3%

 

5) NRRA Conference report -Andy reported due to difficulty with the NRRA conference, -Zoom sound system being inaudible- he was only able to hear about ⅓ of the material provided. Andy has contacted the NRRA event organizer to request a refund to the town of Sanbornton for the cost of his admission.

Andy further reported that:

 ½ of all waste ends up in landfills. 

35,000 tons of  MSW.

2,000 tons of  S.S.

The Lebanon Landfill is looking to expand for a 75 year use permit.

Landfills are the environmentally least preferred and most frequently used method of disposal.

Regionalization of Municipalities would allow towns to work in concert with other towns to share resources and decrease cost and waste.

Bottle Bill works with return participation. The higher the return yields the higher participation         

 44% -vs-89 %

  5 Cents -vs- 10-15 cents.

Lakes Region Planning Commission performs trash, solid waste, and disposal studies. 

Sanbornton currently does not have a representative.


 

6) Andy made a motion to accept the draft meeting minutes of 5/23/22 as written. Second by Jeff.   No discussion.   Vote - Yes - 3,  Abstain - 1, No - 0.

The draft  meeting minutes of 5/23/22 pass as written.

 

7) Other business- Jen proposed SWDC skip their July meeting as is customary. All members unanimously agreed to not meet in July.

 

8) Next Regular meeting 8/15/22 at 5:30 p.m. in the Town office conference room.
