SWC Meeting Minutes

MSW and S.S.        SWC MEETING MINUTES-  05/13/2019

 
 

1)Meeting called to order @ 6:00 pm

 

2) Call of Attendance- Present; Jen Holt, Tara Albert, Jeff Burns & Andy Sanborn.

Absent- Bob White & Dave Swanay

 

3) Vote to allow Alternate to fulfill quorum - Motion made by Jen, Second by Tara.

Discussion -none.   Vote- Yes-3, No- 0 ,   Abstain-1. The motion carried unanimously.  Alternate Andy Sanborn wil have voting rights this meeting to fulfill quorum.

 

4) BOS/SWC Updates: Jen informed the committee that Selectman, John Olmstead, did not attend the “Rethinking Recycling” conference on May 2nd. Jeff Burns did attend that conference and has volunteered to attend the Annual NRRA conference on May 20,2019 and report back to the committee. Jen will facilitate Jeff attending the NRRA Annual conference by contacting  Katie Ambrose.


 

5) “Rethinking Recycling” Report- Jeff stated that he took 5 pages of detailed notes and requested he be allowed to wait to present the full report next month when all members are present. The committee unanimously agreed. Jeff did present the committee members with an abbreviated report from the conference as follows;


 

A)Presenter Michael Simpson stated “China refuses to accept America’s trash. 16% of United States trash is contaminated. China instituted the Green Sword and was successful in decreasing  pollution and corruption within the country.” “Waste Management is getting out of the recycling business.” “ The state of Maine has banned P.S.( styrofoam packaging).” To demonstrate the energy required to create an aluminum can and the impact of not recycling it. Michael said is akin “to filling the aluminum can ¾ full of gasoline and then throwing it on the ground.”




 

B)Presenter Dunkin Watson, Transfer manager for Keene had 4 main points;

Recycling isn’t Free

Focus on 0% Waste

Contamination Costs

Recycling Creates Jobs



 

6) Solid Waste Market Update: Tara stated NRRA and NH the Beautiful are pairing up to offer municipalities recycling signage with pictures of items that are acceptable and unacceptable. The use of PGA is encouraged within municipalities for alternate cover,roadway treatment,drainage etc. There are items that should Never be put in Single Stream such as;

Plastic bags

"Tanglers"-yard hoses,rope,chains,string,long and thin items

Large plastic toys

Liquids

Scrap metal

Jen requested that Tara post an educational video with this information on the Town Facebook pages to help educate residents, as done in the past. Tara agreed. Jen will post an announcement on SWC Town page highlighting these items as well.


 

7)Vote to Accept/Amend Meeting Minutes of 04/15/19; Motion was made by Andy. Second by Jeff. Discussions- No corrections or amendments required.

Vote to accept minutes as written; Yes-4,   No-0. Abstain-0.

Motion to accept 04/15/19 draft minutes as written carries unanimously.


 

8) Other Business -. During the “Rethinking Recycling conference” Tara spoke with area Transfer Station managers to inquire of their frequency of hauling All T.S. Managers unanimously replied “ MSW and S.S. Only gets emptied on an as needed basis.”  It was the opinion of all T.S. Managers that “ scheduled weekly hauls must be stopped immediately. The cost is far to great. It’s just too expensive.” Tara volunteered to run SWC table at OHD on 7/20/19. Tara will provide residents with educational information regarding Sanbornton Transfer Station and recycling. Jen stated she will request that Katie Ambrose relay this information to the BOS.
