                              SWDC Meeting Minutes-10/26/2020

 

I, Jennifer Holt- Chair of SWDC, am invoking the provisions of RSA 91.A:2 sub 3.b. 

In accordance with the guidelines set forth by Sanbornton BOS.

 As such this meeting will be conducted remotely via Zoom, tele- video conference, without a quorum of this body physically present in the same location

 

 

1) Meeting called to order at 5:35 pm


 

2) Attendance- Tara Albert, Dave Swanay, Jeff Burns, Andy Sanborn and Jen Holt


 

3) SWDC Updates- Jen shared and reviewed the email sent by Selectman, Jim Dick. 

 

The BOS has requested for the SWDC to rewrite the current Town Solid Waste Ordinance, which was last updated approximately 30 years ago .

 

The BOS has requested that the revised ordinance be ready in time to be presented to voters at town meeting.A copy of the current Solid Waste ordinance has been shared with the members for their review. 


 

4) Discussion of ordinance - SWDC agrees the Town Solid Waste Ordinance needs to be updated to reflect the current operations.



 

 Andy stated that “ the Solid Waste Ordinance must be approved at the Annual Town meeting. Therefore the BOS are required to hold public hearings regarding the ordinance prior to the Town meeting. Additionally,fees are set by the Transfer Station manager in accordance with their by line,and approved by BOS”.



 

Tara stated  “It is important that the Town Ordinance be in line with the Transfer Station’s operating permit from the state. The Town Solid Waste Ordinance needs to be written with a “broad brush”. Specific operational policies and procedures, for example; current COVID protocols, fees, Single Stream, MSW, C&D, the right to refuse service, vehicle stickers, and daily operational procedures must  be kept up to date by the T.S. manager in the Operating Plan. This is why the Operating Plan is referred to as a “living document”. 

Tara and Andy volunteered to revise the Solid Waste Town Ordinance. The timeline goal is for the ordinance to be presented, reviewed, and amended as needed at the next   SWDC meeting on November 16,2020 via Zoom. Once the ordinance is approved and accepted by SWDC, Jen will forward the revised ordinance onto the BOS. Jen will email Selectman Jim Dick and Transfer Station manager Nate Douglass to inform them of the SWDC Solid Waste Town ordinance revision plan.



 

5)T.S. Fiscal updates- Dave stated that in response to Nate stating “ concern over  excess waste and budget expenses due to COVID-19” in previous meetings. Dave carefully reviewed the T.S.records for MSW,C&D and S.S. from Jan 2019-August 2020. In April and May C&D was closed. MSW waste did increase, probably due to the fact that people were home and cleaning out their houses at that time. Single stream stayed about the same. The overall analysis from the data Dave was given is that, in the end the waste ended up balancing itself out. Most likely there is not a sizable enough difference in waste  pre-versus current pandemic to qualify for FEMA assistance at this time. 


 

6)Solid Waste Market update- Tara reported that the markets remain very unstable and unpredictable  due to COVID. 


 

7)Vote to amend / accept the draft  Meeting Minutes of 08/17/2020. A Motion was made by Tara and a Second was made by Andy.  There was no discussion. 

Vote- Yes-5,     No- 0, Abstain- 0

 

Results- Meeting minutes of 08/17/2020 passed unanimously as written.

 

8)Other business- Andy reported that “Nate met with CIP for approximately 45 minutes to an hour. Nate came well prepared for the meeting with an impressive list and schedule of needed equipment purchases, maintenance,repair and replacement  for the CIP. The schedule has been posted on the CIP page.”
