SWC Presentation to BOS Meeting Minutes-7/25/18

 

1)Attendance - Tara Albert, Jeff Burns, Jen Holt, Andy Sanborn, Dave Swanay, Bob White.

 

Jen Holt provided the BOS with 7 pages of financial data and statistics for the presentation and then gave an overview of SWC recommendations to BOS. Jen reminded the board that “SWC first informed the BOS of the unstable Solid Waste market along with the reality of the existence of finite available landfill space within New England and its potential financial implications to Sanbornton back in Oct 2017. The trend of increasing Single Stream cost has exceeded our expectations. SWC wanted to take a proactive approach for addressing S.S. As opposed to SWC waiting until S.S. Costs became problematic and Sanbornton found themselves in need of reactive solutions.”

“SWC will present to you 3 proactive recommendations to help decrease the financial burden to the town from S.S.  First, Jeff Burns will be presenting an updated C&D fee scale. The current C&D fee scale does not cover the cost incurred by the town to dispose of the items. The Second SWC recommendation is to “pull glass” from S.S for Source Separation, which will be presented by Tara Albert. The final recommendation, to return to baling, will be presented by Andy Sanborn. Dave Swanay and Bob White are present to answer any financial justification questions the board may have. Before turning the presentation over to the Committee I ask that the Board keep in mind that the recommendations SWC makes have not been made haphazardly. SWC has researched these options thoroughly and Dave Swanay has analyzed the financial data and for the past thirteen months. Which has allowed SWC to pinpoint the potential problematic areas. In order to responsibly fulfill our charge by the town as a committee we are presenting all 3 options to you this evening.”

 

Jeff Burns- provided a copy of his proposal to the board and explained that the current C&D fee scale charges are outdated and not paying for the cost to dispose of the items. As well as ,the fee scale only accounts for volume not weight. Sanbornton is charged by weight. Jeff has recategorized  C&D items by weight and added more volume/size options to help minimize the “need for guess work.”

 

Tara Albert- presented the immediate benefit to Source Seperating glass from S.S. “Glass makes up 26% of S.S, is not a desirable recycled commodity, which means Sanbornton will not be penalized by Casella for pulling glass out of S.S. In addition to this glass can be ground into small pieces at a facility and used within Sanbornton for pavement,drainage or road treatments in winter. The State of Vermont uses PGA in their winter road treatments. Another option is for Sanbornton to store the Glass and sell it. Currently NNRA is working with Gilford to create a glass grinding facility.”

 

Jen Holt- added that the last two recommendations SWC is making were discussed with the Transfer Station manager,Rick. Jen asked if he felt Source Seperating glass was a  feasible option. Rick said that he felt “it wouldn't be a problem.” Rick said that “if extra storage is needed the dead space at the end of the building which houses S.S. would be a good option.” Jen asked Rick if he would support the town returning to baling and Rick respond “ yes “.  Jen reminded the board that back in June of 2016 Marilyn from NNRA and 3-4 surrounding towns Transfer Station Managers met with SWC members,Sanbornton current T.S. Manager, and Sanbornton Town Administrator, Charlie to tour and make recommendations for Sanbornton Transfer Station. The overwhelming consensus was that “ Sanbornton has a perfect set up for baling and should be utilizing it.”

 

Andy Sanborn- presented baling. Andy” reminded the board that the town voted to go Single Stream as a partnership with the Concord facility. The Concord facility was never built. Single Stream was meant to be profitable to the town instead it is costing the town.” Andy cited and produced articles and information in support of baling for the board to read at a later time.

 

Dave Swanay presented his research on the cost burden posed by Single Stream and the potential for revenue from cardboard, glass and other Source Separation measures.

 

SWC thanked the BOS for their time and consideration on these matters.
