SWC Meeting Minutes-07/16/18

 

1) Meeting called to order at 5:40 pm.

 

2) Call of Attendance at Meeting:

Present; Tara Albert, Jen Holt(Chair/Recorder), Andy, Sanborn,Dave Swanay, Bob White.

 

Absent;Jeff Burns (*arrived late)

 

3) Vote to allow Alternate,Andy Sanborn to fulfill quorum with voting privileges. Motion made by Jen Holt. Second by Tara Albert. Discussion- none.

Vote- Yes-4,  No-0, Abstain- 0

Motion carries, alternate Andy Sanborn to vote in place of Jeff Burns.


 

4)BOS/Committee Updates-Jen

Jen advised the committee that SWC is scheduled to present our recommendation of a new C&D fee scale on July 25th. Jen explained that the BOS is currently following a summer meeting schedule. SWC was given the option to be “squeezed onto the end of the July 11th agenda.”  Jen opted for the 25th in order to give SWC the opportunity to decide if they wanted to give additional cost saving presentations options to BOS on the 25th. Jen provided the committee with copies of Sanbornton’s contract with Casella for their review.

5)Discussion ensued as to options available and the committees readiness  to present them to BOS. SWC reviewed Dave’s compilation of the Transfer Station’s current disposal costs.

The break down of the data is;

MSW-$83/ton

C&D-$101/ton

Single Stream-$159/ton



 

SWC reviewed the historical cost increase of S.S. In  April 2017 the cost of S.S was $1,021.82. In April 2018 the cost of  S.S was $2,715.06. The cost of S.S is expected to continue to rise dramatically due to the unstable Solid Waste market.

 

SWC reviewed the Town of Sanbornton contract with Casella. During review of the contract Dave noticed a discrepancy between Sanbornton contract with Casella for “container rental charges” $90.00/mth. And charges received from N $120.00/mth. The discrepancy amount is $30.00/mth. Jen will report this discrepancy to Katie Ambrose for further investigation.




 

The first option discussed was “ pulling glass out of Single Stream”. Dave informed the committee that based on NNRA data,glass makes up 26% of S.S. Tara reminded the committee that PGA( processed source separated glass) can be used in paving,drainage ways and for treating winter roads. As well as NRRA partnering with Gilford to open a “Glass grinder facility” for use by it’s contracted Towns. Currently New London has a “ glass grinder facility”. Jen reminded the committee that Vermont D.O.T uses PGA to treat their Highways. If Sanbornton opts to use PGA on our roadways, the Town would decrease the cost incurred for sand and salt. Jen recounted her conversation with Rick back in the Spring. Jen had discussed with Rick the feasibility of Source Seperating glass at the Transfer Station. The ability to store the glass and the possible uses for it within the Town. Rick voiced support for “pulling glass”and stated “implementing a plan for residents to source separate their  glass would not be a problem.”Rick suggested “if additional space is needed to store recyclable material , we could use the dead space at the end of the building that currently houses the S.S.& Swap Shop.” Jen asked Rick’s opinion of the feasibility of Sanbornton returning to baling? Rick said that he “supports baling .” Jen asked Rick, as a former Highway Department employee, if he thought the Highway Department would be open to the idea of using PGA in the Town? Rick replied

“ I think they would.”

The Committee overwhelming agreed that the option to Source Separate Glass would have an immediate positive impact on reducing S.S costs.





 

6) Andy made a motion to vote to determine if SWC will present additional recommendations to BOS on July 25th to decrease the impact of increasing S.S. Costs. Motion second by Tara.

Discussion- Jen suggests that SWC give 3 presentations of recommendations to BOS.

1)Updated C&D fee scale.

2)Source Separation of glass(“pulling glass”)providing BOS financial impact of glass on S.S,options for use or sale of PGA by Town,and plan for storing recyclable material.

3)Recommend Sanbornton resume baling. Provide BOS information of  Financial data depicting cost savings of baling versus rapidly increasing cost of S.S., Limited landfill availability,positive environmental impact,potential for the Transfer Station to be self sustainable with revenue gained from recyclable materials.

 

The committee voiced concern that BOS would reject SWC recommendation to resume baling. All members unanimously stated that they felt baling was in the best interest of the Town. Jen reminded the Committee the Town’s “marching orders” to SWC is to find and present cost saving options to the BOS. SWC is not making these recommendations haphazardly, we have the data to back our recommendations.SWC is presenting the BOS with a proactive approach as opposed to a reactive solution. BOS will determine what changes will or will not be made to deal with the S.S. Costs.

 

The committee decided Jen would give the BOS opening remarks and introduce SWC 3 proposed recommendations. Followed by Jeff presenting & providing  BOS the revised C&D fee scale . Tara will present Source Separating glass and ways PGA can benefit the Town. Dave will provide financial data and answer questions that may arise from BOS on  Source Separating glass and baling. Andy will present baling. Bob white will assist in answering BOS questions.

 

Motion called for a vote. Yes-5,    No-0, Abstain-0

Motion carried Unanimously. SWC will present 3 recommendations to BOS on July 25th.

 

7)C&D Scale update - Andy presented a scale that operates similar to what the State Police currently use to check tractor trailer haul load weights. The scale  utilizes a floor jack system. Mobile scales are placed on the existing concrete pad under the C&D roll off container.The approximate cost of the scale is $8,000. The floor jacks would cost approximately $700.00 . The scales accurate resolution is 10 lbs. It is possible to get the scales used from White Farm.


 

8)Review and Vote to Accept/Amend the draft meeting minutes of 6/18/18.    Motion made by Jen Holt. Second by Tara Albert. Discussion- None. Amendments required-Item #6- add “household” in front of Hazardous waste. Amendment reads, Item #6” Household Hazardous Waste”.

Vote:  Yes-5,   No-0, Abstain-0.    Motion carries SWC approves the meeting minutes of 6/18/18 with amendment to item #6.


 

9)Other Business- Tara reviewed the educational items she would have available for the SWC table  at OHD-H.H.W cards with dates, “ Think before you burn”,Composting information, “Hazardous Materials in your home”. Bob White volunteered to join Tara at the SWC table.
