SWC Meeting Minutes-06/18/18

1) Meeting called to order at 5:40 pm.

2) Call of Attendance at Meeting:Present; Tara Albert, Jeff Burns, Jen Holt(Chair/Recorder), Andy, Sanborn,Dave Swanay, Bob White.

3)BOS/Committee Updates-Jen

BOS & Rick have  completed the necessary revisions to the Operating Manual. It will be reviewed and voted on at this weeks BOS meeting.

Jen informed the Committee that Rick has not responded to the emails she sent to him, requesting a  meeting to discuss the proposed C&D fee increases. Jen learned today that the T.S. Email was down for a period and that it is possible that Rick did not receive Jen’s emails.

4)Revision of C&D fees-Jeff shared with the committee the information he has prepared for the BOS presentation.SWC is  proposing a revisal to the C&D fee scale because the current resident fee does not cover the cost incurred by the Town for disposal.The proposed fee example is based on an 8ft Pickup truck bed.

Included in the proposal is a reference scale for fees charged by area Towns.This information clearly demonstrates Sanbornton fee scale is low compared with these Towns.

The categories on the current T.S. C&D fee schedule need to be revised into 3 Categories to reflect the weight of the item for proper charges.

“ Mixed Demo”=Wood & Sheetrock.

“Heavy Demo”=Asphalt Shingles. 1 yard of shingles weighs 1 ⅕ tons=$112.00/yard

“Concrete & Bricks”-1 yard weighs 2 tons =$180.00/yard

Examples are based on a “full size” 8ft Pickup truck bed which when full holds 2 ½ yards.( Same formula currently used).

Proposed Cost changes(should allow C&D to break even) are as follows:

Full Size Pickup bed of “Heavy Demo”-$280.00

(current fee $140) .

 Full Size Pickup bed of “Mixed Demo”-$111.00

( current fee $70.00)                           

Full Size pickup bed of Concrete or Bricks-$450.00000000000

(Current fee $140.00)

5)Jen Holt made a motion for SWC to present the proposed revised C&D fee scale.  Motion Second by Tara Albert. Discussion-Jen offered to attempt to contact Rick again enlight of learning that he may not have received the 4 emails Jen sent previously. Although the committee did want to get feedback from Rick before presenting to BOS.SWC is making a recommendation to BOS regarding a fee scale that is not covering the cost to the Town. It is the “marching orders” from the voters to SWC to advise the board when these situations arise. SWC believes that BOS would likely consult with Rick for his  input before adjusting the T.S. Fee scale.At the end of the discussion all members felt to fulfill the Towns charge to SWC, the recommendation should proceed. Vote- Yes: 5, No:0 ,Abstain:0

The Motion carries, Jen will contact Katie Ambrose to get SWC on BOS agenda to present the revised C&D scale. Members who will attend are Jeff Burns,Jen Holt and Dave Swanay. Jen will advise Jeff and Dave when a presentation date is set.

6)Tara has offered to have an information table at OHD for SWC. Tara would include information for the public on recycling, Solid Waste and Household Waste Disposal dates.

 

7)Jen Holt made a motion for Tara to have an information table for SWC at OHD.    Motion Second by Tara Albert. Discussion- The Committee appreciates Tara volunteering to host a table for SWC at OHD again this year. Various members offered Tara assistance or equiptment. Tara offered to show the Committee the material she will have available for OHD for their approval at our next meeting. The Committee felt it was unnecessary to approve the material Tara will provide.        Vote: Yes- 5, No-0, Abstain-0

The motion carries, Tara will host an information table at OHD for SWC.

 

8)Review and Vote to Accept/Amend the draft meeting minutes of 5/21/18.    Motion made by Bob White. Second by Tara Albert. Discussion- None. Amendments required-none.   

Vote:  Yes-5,   No-0, Abstain-0.    Motion carries SWC approves the meeting minutes of 5/21/18 as written.

 

9)Transfer Station expenditure analysis update -Dave advised the committee that it appears the S.S. Fees will increasing signifigantly.At current rates Single Stream is estimated to cost $33,000/year at 208 tons. 26% of Single stream waste is glass, which costs $8,600/year to dispose. The Town could help decrease the impact of the S.S. Fee increases by pulling glass out of S.S. Glass is used in roadways and drainage areas by other towns currently.

 

10)C&D Scale update - Andy is researching an additional type of scale  that is portable and utilizes a floor jack system. The approximate cost of the scale is $8,000. The floor jacks would cost approximately $700.00 Andy will continue to investigate options for a scale.

 

11)Continued discussion on ways to decrease transfer station revenue loss; Tara reported that NRRA is looking to possibly partner with the Gilford transfer station to create a glass crushing center.This would help Towns deal with the loss of the glass bottling facility that has closed. The glass crushing facility would offer Towns the option of using their glass for PGA drainage and roadway uses. This is a far better solution for Towns rather than putting glass in MSW where it is not able to decompose,takes up valuable landfill space and costs residents significantly more in MSW fees. The Glass crushing facility timeline is not set however, the hope is within the next six months. Dave estimated that “pulling the glass” out of Single stream could save the Town $4,000.00 In single Stream fees.

There is a glass grinder in New London currently.

And a point of interest is that Vermont DOT uses ground glass on their roadways during snowstorms. Ground glass could be used on roads in Sanbornton where there is a salt restriction.Potentially Decreasing the amount of sand/salt the Town needs to purchase for the winter.2


 

Discussion at this meeting- The committee discussed options for pulling glass and cardboard in order to help decrease the cost of S.S. The committee could not recall if Sanbornton has a current contract with Casella for S.S. Or if it expired after the first year of the negotiated contracts with Casella. Over all with the Market fluctuations and unpredictable climbing costs the financial data suggest it maybe in the Towns best interest to resume baling. The Town owns much of the equipment required and the space exists at the T.S. To house recyclable material until sold.


 

12) Other Business- Tara updated the committee that Sanbornton’s T.S. Permit is “awaiting review”.
